Kevin,
Yes, I definitely should -- and WILL -- read up on inheritance.  I understand inheritance reasonably well in most circumstances.  But I did not recall that footnotes inherit from the "body text" (informal term) in which they are embedded in XSL FO.  (Actually, I probably did read that fact when I studied FO originally, but it is so counter-intuitive to me that I mentally discarded the information.)
