[xep-support] Inconsistent footnote formatting

For over two decades, I have been editing several international
standards in XML, using XSLT stylesheets to transform that XML into XSL
FO, and using RenderX XEP to render that XSL FO into PDF.

At some point in the last couple of years (and I apologize that I cannot
narrow down the timeframe any more precisely), I noticed that a few
footnotes occasionally get rendered with the footnote number indented
such that it overlaps the footnote text.

Here are two examples taken from the same document (screen shots of PDF):

The XSL FO of the first example is:

I believe that you will see that the two XSL FO examples are essentially
identical.

Any guidance you can provide to help me resolve this discrepancy in
formatting would be greatly appreciated.

I think that I'm currently using XEP version 4.28.759
