Hi Ray,
This is a bug in the DocBook XSL stylesheet, not XEP. It works when you use
width and scalefit, but it should also work when you use depth and scalefit.
Could you please file a bug report on SoruceForge for this?

The reason it works in FOP is because FOP uses width and depth as
content-width and content-depth, and does not do scalefit at all because it
doesn't do view ports.
