[xep-support] XEP 3.7.1: white-space-collapse="false" doesn't work

    In XEP 3.7.1 (and possibly other recent versions of XEP), the attribute
    white-space-collapse="false" does not seem to work when applied to an
    <fo:block>.

    Please find attached a sample FO document that demonstrates this. It
    contains two indented code listings, both of which get rendered
    non-indented when I use XEP 3.7.1 to output to PDF.

    This is a critical issue for us.
