    Ummmmm .... when I add white-space-treatment="preserve" everything seems to
    work fine ... I don't think XEP is broken, I think the problem is in your
    stylesheet.

    In my XSL-FO training I tell students about four properties available to do
    listings, not just the three you are using in your code:

       linefeed-treatment="preserve"
       white-space-collapse="false"
       white-space-treatment="preserve"
       wrap-option="no-wrap" (this one is optional depending on what you want
    to do at the end of a line)
