Unfortunately footnotes as they described in XSL FO 1.0 aren't suitable for
such use. The only workaround I can think about based on markers. You
can create static-content area at the bottom of the page, then mark all
your footnotes as markers and place all retrieve-markers in static
content mentioned above. But since static area has fixed height this
approach has two evident drawbacks:
1. When there are few markers ("footnotes") on the page, empty gap
will be left at its bottom.
2. Too mach markers on the page will lead to overflow.

JC> Is their a way that I can render footnotes in paragraph format? such as:
JC> 1) Footnote 1 2) Footnote 2 3) Footnote 3, etc...
JC> Instead of line by line format:
JC> 1) Footnote 1
JC> 2) Footnote 2
JC> 3) Footnote 3
JC> Thanks for any help! I am formatting a document that sometimes has 30
JC> footnotes per page and most of them are simple word substitutions, so a
JC> typical footnote looks like: "1) Or word" or another "2) Or animal" ...
JC> Line format takes up half the page when doing a document like this.
