XSLT happens long before XSL-FO happens. The XSL architecture specifies
transformation to be arms-length from formatting. Transformation cannot
act on the result of formatting in XSL-FO. The relationship between
transformation and formatting burdens the transformation process with
providing contingencies from which the formatter chooses based on the
situation in which it finds itself. This revelation was important to
another quester on another XSL-FO list yesterday.
