Hello Paul,

FO does not. Blocks in FO are not regions where text flows. Speaking
very simplified, blocks are portions of content, these portions produce
rectangular areas (or sequences of areas), and this areas are stacked
one ontop of the other.

"link <fo:block> elements together such that text will flow from one to
the other." - These words just make no sense in FO. Text may not go out
of it's parent block.
