It means that the (intermediate) FO contains 'text-align="justify"'
(and does not contain 'text-align-last="justify"')

But it's rather hard to comment without a source.

Try to transform your source XML to FO file (by using any XSLT
transformer) and look into the resulted FO.
I'm sure that there will be a 'text-align="justify"' within that, so
the issue is not related to XEP itself.

It looks like a DocBook XSL stylesheet parameter.
