It is not.

Those "thin white lines" are lines of leading.

According to XSL-FO an engine can arbitrarily
choose a value for leading between 1.0 and 1.2 (a
factor of the line height). Alternatively, one
can specify an arbitrary line height.

Andi's suggestion is the appropriate way to specify "no leading between lines".
