[xep-support] number formatting

To typeset numbers in Arabic, I tried:

       <xsl:number count="foo"
                level="any"
                format="&#x0660;"/>

and got European digits. I tried adding the lang attribute and
letter-value="traditional", and both appear to not be implemented.
This is XEP 4.0.

A few days ago I thought somebody mentioned that "format" was supported.
   Is there some way to get Arabic/indic letterforms without a
"translate" hack?
