Yes, XEP 4 supports collapsed borders, with collapsed borders both
lines are hexagonal and of the same shape, thus the smoothening
algorithms gives identical results. However, if you specify
border-collapse="separate" for XEP 4, you'll get the same effect as
with XEP 3.
