That would be a good optimization/refinement for the formatter, but
is currently beyond the level of detail the formatter goes into.

XSL FO does provide a means to implement it by allowing flexibility
in block spaces (space-before/after.minimum/maximum/optimum) ; XEP
will use it in a future version to achieve the best pagination.
