    In the 3.7 manual this is what I was going by (in the XEP options
    section of the user guide (italics mine)):

    BASE

       Base directory for relative URLs, used when the input source has no
    system ID. Should be a valid URL. In addition to protocols provided by
    the Java host, resource: URL scheme is supported. _This setting can be
    overridden in the XSL-FO instance, using xml:base attribute._
