This would be waste of space. XEP embeds images only once,
even if they are referenced from several different places.
Forms are the only way of achieving it.

I understand the problem with Pitstop; unfortunately, there
is little we can do about it in the current state of XEP.
The alternative to Form XObjects is to clone the content
of images in-place, which would lead to a technically
inferior solution. We never thought it might be needed by
anyone. Moreover, such a solution may work for SVG,
but you are going to have the same problems with PDF
images (that really cannot be inserted without using a Form
XObject - because of resource naming problems).
So it looks like a request for enhancement to be presented
    to Enfocus, not to us.

By the way, what kind of editing do you want to apply
to SVG contents? Perhaps we can have more luck adding
the required features to the PDF that XEP generates,
rather than making it accessible to Pitstop.

    Best regards,
