    What functionality in particular is missing that I would need to implement this? According to your documentation, repeatable table headers should work as long as I specify cells with keep-together.within-column="always".

    Is there something else that is unsupported with table headers?

    Your task could be accomplished using table header functionality.
    Unfortunately current support of the table headers in XEP is
    insufficient for your case. We are going to fix table headers
    implementation in the next major release.
