    This is an XSLT issue--in your XSLT transform you have to dereference
    the entity named byh the picfile= attribute to its system ID and, as
    Nikolai says, generate src="url($system-id)". E.g:

    <xsl:template match="dog">
      <fo:block>
        <fo:external-graphic src="url({unparsed-entity-uri(@picfile)})"/>
      </fo:block>
    </xsl:template>
