[xep-support] XEP 2.77: URI escaping

Hi,

When an URI in some property is escaped, it is not unescaped when the resource
is accessed in the case of the file scheme. For example, when referring to an image
which has a filename containing spaces, the URI value of the property must
have these spaces escaped (%20). When the URI is actually used to access the
resource, escaped characters must be unescaped depending on the alphabet
supported by the scheme.

XEP doesn't do this. I am aware of the fact that URI escaping is not supported
directly in the java.net package, at least not in JDK1.3. Therefore, this should be
compensated at the level of the application.
