[xep-support] Re: XEP 4.23 installation on Windows

It's our bug and we have already fixed it. It'll be fine in next
release. If you can't wait you can either run setup.bat from console
with administrative privileges or replace elevatedcmd.lnk with the one
from the attached archive.
