XEP does not break lines immediately before trailing punctuation
characters, closing brackets and quotes, small Katakana and Hiragana
characters, superscript characters, etc. and immediately after opening
brackets and quotes, Spanish leading punctuation, currency symbols, etc.
These are the part of rules of XEP's line-breaking algorithm.
(See http://www.renderx.com/reference.html#Linguistic_LineBreaking for
details).
You cannot add/remove "prohibited" characters to/from this algorithm,
but the existing rules cover the most "basic" cases of the Kinsoku Shori.
