Sorry folks, false alarm. I found an article on the Yahoo fo list which
explained how. Simply set the extent of the region-before to be the length
of the page and then add the background image to that, as its not illegal to
have overlapping regions. Simple when you know :-)

Hello all,
I need to use a bitmap (jpg) as a background image, however it needs to
cover the whole page, not just one of the regions (eg body). I've tried
using background-image on both region-body (with negative
background-position-vertical) and on region-before, but in each case the
background image only appears in the region it is specified on (pretty
obvious I suppose really).
As background-image is not a valid attribute on simple-page-master, is there
any way to achieve the desired result?
