If we take the example of border-before-width.conditionality="retain",
where does it say then in the spec that this applies to all the reference
areas generated by a table and not only to the first? If it applies to all
of them, does the table then have more than one before edge? If yes,
shouldn't the space-before and padding-before then also be repeated on
all the pages if their conditionality is "retain"? These questions can
also be asked about a block-container.
