You have two requirements in your example unfulfilled by XSL-FO 1.0:
(1) there is no page condition that would test true for "the second last
page in a page sequence" regardless of whether the last page is blank
or not; and
(2) there is no formatting object that would give you on any given page
the page number of the next page.
