Which OS are you running and exactly what command are you using to run XEP?
What do you mean by, "I have already set up a classpath using xep.bat"? The
xep.bat file *temporarily* sets the CLASSPATH environment variable for a
single run of XEP, so this doesn't make any sense to me.
