The content model for simple-page-master is a sequence group with
region-body first. However, the current validator does not complain if
the order is not followed (that is, it allows the regions to be declared
in any order).
Per recent discussion on the FO dev list, I think that this particular
sequence group is really best modeled as an AND group, but of course the
editors did not have that option and chose not to publish the heinous OR
group that would be the equivalent AND group. Therefore, I think that
XEP's validator is justified in not failing a document based on failure
to conform to the order.
However, I think that the validator should issue a warning if the order
is not followed as this is a technical (if harmless) violation of the
spec and it will of course always be safest to conform to the letter of
the spec.
