Thanks a lot for looking into this.  I wasn't aware of the size and transparency limitations in Postscript.  Ah, I see now that the transparency constraint is in fact mentionned in the XEP User Guide, I should have suspected that.
As for the %3D in base64 I'm not sure it's the cuplrit.  For one thing I think it is legit, it is simply an = sign (which is padding in base64), %-encoded as is perfectly valid in ULRs, which is what we have here.  Also I get totally identical results (no error, image displays fine in GSView, but not in PDF distilled from Postscript) with or without this %3D.  But perhaps the issue here is in the distilling, not RenderX, as you hinted earlier.

DF all 3 images come out wrong, but 2 distinct ways.
