[xep-support] Want to plugin text annotation functionality

Hi RenderX Team,

I was going through your Xep4 product and It is supporting text annotation
in PDF format.
I am using Apache FOP to convert XSL-FO to PDF. Please let me know any way
to plugin text annotation functionality in our Apache base code base.

I am looking for any java base API to plugin in our code base and also let
me know if you providing any XSLT to convert HTML+CSS to XSL-FO format.
