It isn't incorrect in any way! It may not be what you want, but it
isn't incorrect. It is well within the standard.

This isn't an issue for the developers, it is an issue for your
stylesheet, so your criticism is misdirected. Because you have not
specified the width of the table, or the width of the column in which
the table lives, the processor can choose any width it wants
to. Thus, it is up to you to force the table to be as wide as you need.

Per XSL-FO 1.1. 6.7.3 fo:table, your stylesheet is requesting
automatic table layout and so the processor is automatically laying
out your table ... so you have no right to say that the developers
are doing things incorrectly.

When you are using automatic table layout, you have to adjust the
table content to give you what you want, which is why I gave you the
direction to try keeping line content together at the block level.
