[xep-support] external-graphic: max-height

Hello Everybody,
I have a problem with an external-graphic. Im getting every time the max-height, even if the image is smaller.
The following is given:
1. max-width of the image (40mm)
2. max-height of the image (40mm)
3. the image can have different, not know sizes

I used this FO
<fo:block><fo:external-graphic max-width="40mm" src="url(file:////ClassWizard/Daten/Crossmedia/data/msa/ads/10/001080510/001080510.z)" content-width="scale-to-fit" content-height="scale-to-fit" /></fo:block><fo:inline ......>....</fo:inline>

If the image is smaller than 40mm in height Im getting a white area after the image. It seems, that the external-graphic is reserving the area 40x40 and the inline-text is not beginning exact behind the image.

Is there a solution to get the text right behind the image if it is smaller in height? I tried hours and hours to find a solution. I tried to set up the max-height at the fo:block, too. Without any effects.

Maybe someone can give me a hint.
