There are no XSL-FO constructs for automatically shrinking text or
table boundaries.

If your users are using column widths, your transformation to XSL-FO
could try and calculate the sum of the widths and adjust them accordingly.

If such an automated facility were available, what criteria would you
want automatically changed to force a table to fit on a page?
