You can get FO output with any XSLT transformer.
XEP is shipped with Saxon, so just call Saxon:

java -classpath "<path_to_XEP>\lib\saxon.jar" com.icl.saxon.StyleSheet -o test.fo input.dbx <path_to_docbook_stylesheets>\fo\docbook.xsl
