FO 1.1 doesn't have any defined facility for doing line numbering, but
in the case of a code sample, where each line is well defined, you can
easily transform the code lines into a table or list block where each
line is one row or list item, generating the line numbers and providing
FO-level IDs for doing the line number referencing.

I don't know of DITA provides any source markup for this--worst case
you'd have to specialize the "data" element provide a link anchor for
the lines you want to refer to and some way to set the initial line
number of a given code block.
