But Chris has pointed out my problem better. That exactly what our client
wants:

"the blank pages to be omitted from the document page count, i.e. so 2nd
front side or 3rd physical page is numbered page 2 if 1st reverse side was
blank."

When the FO 2.0 will be finalized? It has been a long long time since 1.0.

This may solve the OP problem, but I am not sure. I have certainly come
across clients who wanted the blank pages to be omitted from the
document page count, i.e. so 2nd front side or 3rd physical page is
numbered page 2 if 1st reverse side was blank.

I realise there is no support in XSL-FO 1.0 for this, but with the
upcoming XSL-FO 2.0 workshop throught I would mention this usecase.
