Thanks Alexei that was a great 'push in the right direction',

It took a little work, but I finally got it working. Here's what I did
for those of you still figuring this out like me. :)

----------- Solution (for PC anyway) ----------

I downloaded the installer as mentioned in the original e-mail.
Installed it and found no text files.

So I then copied the following file:
C:\Program Files\PANTONE(R) color bridge(TM)\PANTONE color bridge CMYK
PC\Application Support Files\Corel\CorelDraw\PANTONE color bridge CMYK
PC.PAL

To a new folder I created here:
C:\Program Files\PANTONE(R) color bridge(TM)\PANTONE color bridge CMYK
PC\Text Files

And renamed it:
PANTONE color bridge CMYK PC.txt

Then I opened it in wordpad and did a search and replace to remove all
quote marks and resaved it.

Finally I altered my <spot_color_translation_table> option in the
xep.xml (in the FORMATTER OPTIONS section) to read:
<option name="SPOT_COLOR_TRANSLATION_TABLE" value="C:\Program
Files\PANTONE(R) color bridge(TM)\PANTONE color bridge CMYK PC\Text
Files\PANTONE color bridge CMYK PC.txt" />

Re-ran my xsl:fo files through XEP and now it works like a dream. :)

within
a PANTONE(R) color bridge Digital Color Library,
i.e. to 'C:\Program Files\PANTONE(R) color bridge(TM)\PANTONE color
bridge
CMYK PC\Text Files\PANTONE color bridge CMYK PC.TXT'
