Hello Geoff,

With the current approach image downsampling performed by the
printing/viewing software (e.g. Adobe Acrobat) - you propose to move it
into XEP. I do not think it is a suitable role for XSL-FO rendering
engine - image downsamplig is better performed by specialized graphic
processing software. Your concern about quality of downsamplig
performed by Acrobat is another argument in favor of specialized
tools. So I think you should consider preprocessing of your graphics
with some third party tool. For example, using something like
imagemagic you can do it in a batch easily.
