[xep-support] Empty page-sequence

Hi,

Should the following sample generate an empty page or not if it appears
between other page-sequences? XEP doesn't produce one, while some other
tools do.

...
<fo:page-sequence master-reference="name">
   <fo:flow>
     <fo:block/>
   </fo:flow>
</fo:page-sequence>
...

In the spec I find that an fo:block generates one or more normal areas.
Can a zero-size block be treated as if there are no areas?

I have made use of the fact that XEP doesn't generate a page, also in
combination with resetting the initial-page-number. The latter is perhaps
inconsistent, because a page-sequence that doesn't contribute any page
is able to reset the initial-page-number.
