[xep-support] Inherited start-indent for tables

Hello,
I try to indent a table with <fo:table start-indent="17.5mm">.
This worked fine with XEP up to 4.1. Now (XEP 4.4) it seems that the
<fo:table-cell> elements inherit the start-indent from the table
element.
Is this a bug or the behaviour defined in the xsl-fo spec??
