[xep-support] xep:rotate and xep:translate

Can anybody tell me how to interpret translations and rotations in the
intermediate XEP file format?

I need to apply translations and rotations to the positions of text and
images, in order to determine their actual position on the page. If
there are only translations, it is simple enough: the cumulative
translation values in X and Y are just added to the X and Y coordinates
of the text and images. But when you add rotations to the picture, it
is not so clear. Where is the center of rotation? Which is applied
first, the translation or the rotation? What exactly are the rules for
determining the transformation matrix of a given element?
