[xep-support] Page number citation is not working

Hi,

I am using XEP 3.8.3 and docbook-xsl-1.66.1

I have added the following to my customization layer:
...
   <l:context name="xref">
      <l:template name="sect1" text="&#8220;%t&#8221; on
page&#160;%p"/>
      <l:template name="sect2" text="&#8220;%t&#8221; on
page&#160;%p"/>
      <l:template name="sect3" text="&#8220;%t&#8221; on
page&#160;%p"/>
      <l:template name="sect4" text="&#8220;%t&#8221; on
page&#160;%p"/>
      <l:template name="section" text="&#8220;%t&#8221; on
page&#160;%p"/>
   </l:context>
...

For some reason, the pagenumber is displayed everywhere as page 14. I
checked the fo-file, and there the page-number-citation has an empty
ref-id:

<fo:page-numbercitation ref-id="" />

What could be causing this and how could I correct it?
