The hyphenation table, taken from TeX, is in iso-8859-1, that's the
encoding for the hyphenation table, not for the document.

It's a known bug in 4.0, which was introduced with the new
configuration. The default encoding was erroneously set to UTF-8 (while
for compatibility it should have been iso-8859-1). This is fixed in
4.1; please download the current build. RenderX issues new versions to
fix bugs and resolve inaccurancies, not just to add features.
