    Maybe I'm not understanding you correctly, but I think that doesn't do
    it for me, unfortunately:

    If I only specify borders on one edge I will get no border at all above
    the first block (or last if I use border-top...), and I need to have
    borders on both sides on all blocks.

    If I on the other hand specify 1/2 the rule on one of the edges I don't
    see how that would help... Say that I would set the border-top to 2 pt,
    and the border-bottom to 1 pt, I would still have both borders between
    rows (2 + 1 = 3 pt) and only one border on the first block's top border
    (2 pt) and the last block's bottom border (1 pt). Right?

    The thing that creates problems of course is the fact that page breaks
    occur in places out of my control (at least relatively so). If that
    wasn't so I could always specify border-top only, and then set a
    border-bottom only on the last block using the last() function. But that
    doesn't work when there are page breaks...

    Only specify borders on one edge of adjacent blocks. This requires more
    work when generating your FO instance but is certainly doable.
    Alternatively, specify 1/2 the rule width for adjacent edges so the
    effective width is the width you really wanted.
