    Hello Els,

    1. XEP2_COMPATIBLE_MODE is related to inheritance issues so it doesn't
       make sense to use it in your case.
    2. If you need top and bottom borders drawn around table header - just
       add appropriate properties on table headers cells like this:

       <fo:table-header padding-top="3pt"
                        padding-bottom="4pt">
           <fo:table-row>
             <fo:table-cell border-top-width="0.4pt"
                            border-top-style="solid"
                            border-bottom-width="0.4pt"
                            border-bottom-style="solid">
             ...
             </fo:table-cell>
             ...
           </fo:table-row>
       </fo:table-header>
