IIRC, scale-to-fit is not implemented yet in FOP;
<fo:external-graphic src="url('uksi_20031153_en_001.TIF')"
content-width="scale-to-fit" width="100%"/>
I'm guessing the image is too large for the page. I think the best
solution would be to scale the graphic first. If you search the archives
you might find a solution, but you probably won't like it! ;-p Good luck!
