[xep-support] setting z-index in flow

    Hello,

    I tried to display some words beneath the main content by setting the
    z-index. I found it worked in static-content only.
    When I set the region-before as large as the page size (which overlaps with
    the region-body), then I placed some words in center of the region and set
    the z-index to a quite large value 9. But the words always covered the main
    section in region-body. May anyone know any way to solve it?
