[xep-support] Collapsing white space

    Hello,

    When I process the line

    <fo:block>&#x00A0;&#x00A0;Test</fo:block>

    with XEP 3.21, the (non-breaking) spaces get collapsed. However I don't
    think they should, because according to http://www.w3.org/TR/REC-xml,
    only #x20, #xD, #xA and #x9 are white spaces. Is XEP's behaviour correct
    here?
