    Yes, it is indeed an error in XEP. We will fix it in the next maintenance
    release. As a workaround, you can specify MIME type explicitly:

    <fo:external-graphic src="http://www.w3.org/TR/rdf-primer/fig1dec16.png"
              content-type="content-type:image/png"/>
