    I remember that XEP doesn't do inheritance through <table> but the evidence
    below indicates it also doesn't do inheritance through <table-cell>:

       <block>This is a test</block>
       <table border="solid 1px" width="3cm">
         <table-body start-indent=".5cm">
           <table-cell>
             <block>Test</block>
           </table-cell>
         </table-body>
       </table>

    The above isn't indented at all.

    What is the rule of thumb ... at what constructs will inheritance during
    refinement be ignored? Are there any plans to change this to allow the
    inheritance at all times?

    Thanks!

    .................... Ken
