[xep-support] Validation fails on non-FO, Non-RX Namespace Attributes

I am testing the latest version of XEP and tried
applying it to an FO document originally generated for
use with XSL Formatter. This document uses the Antenna
House outline-level attributes to generate PDF
bookmarks. A typical instance is:

<fo:block id="id165980B0" axf:outline-level="2">

Where the "axf" namespace is declared as:

<fo:root
xmlns:axf="http://www.antennahouse.com/names/XSL/Extensions"

The validation error report is:

{!file:/workflow.fo: line
4: [error] Attribute 'outline-level' cannot occur at
element 'block'. }

I do not think that XEP should be complaining about
any non-FO or non RX attributes. At a minimum, it
should be reporting the full-qualified attribute name
in the validation report.
